Can anyone pin this down for me?

Someone, I thought it was Packer, did a breakdown of the doctrine of revelation that runs kind of like the famous song:
  1. God has spoken
  2. It is written
  3. God still speaks
Or something. Can anyone tell me who did it? And where I can find it?
