Assessment does three things:

1. Confirms potential
2. Targets pdevelopment
3. Guides placement

And so it should be designed accordingly.

It also depends on three things:

1. Good referee who have seen the applicant in ministry
2. Gifted assessors who conduct the screening
3. Very capable administrators
